Website Brief: Design and Build
Oxygen is the new umbrella name for Oxford City CEP and North Oxfordshire CEP. Our aim is to work in partnership to deliver work within all of the districts of Oxfordshire. Together our mission is to ensure all local young people in Oxfordshire, regardless of background, have access to and can engage with creative and cultural opportunities. To fulfil this mission we are looking to build a website that provides a platform for Cultural Education in Oxfordshire and engages young people, parents, schools and the art community.
Objectives:
We are looking to commission an individual or organisation to design and build a website that which meets our key aims;
● Building Access: to ensure all children and young people are benefiting from cultural opportunities in Oxfordshire.
● Strengthening Networks: to continue to forge, grow and build new partnerships within the local cultural and education sectors.
● Advocating Impact and Leveraging resources: to provide a hub which shares best practice, evaluation, and shared resources in order to provide the best opportunities for children and young people.
● Wellbeing Hub: To bring together and ensure everyone has access to research, services and findings around arts and wellbeing.

Scope of Work and Design:
We are looking for someone who can work collaboratively with us to produce a website that has;
● A fun, engaging and high-quality design that reflects our organisational values, mission, and services.
● Simple navigation tools which include features such as; artist directory, board for events and opportunities, hosts research and videos, blog, careers hub and offers subscription options.
● Easy to use for Oxygen staff with simple editing and updating functionalities (with the potential for partners to upload their own activities and events).
● A responsive design that works seamlessly across various devices and connects to our social media channels.
● Optimised for Search and social web.
● Security and safety features built in.
● User testing with key target audiences.

Target Audience:
Our primary target audience for the website is young people in Oxfordshire. Our aim is to have a platform where young people can discover and engage with local cultural opportunities, find out information about careers in the arts and is an area for youth voice. In our aim to advocate for art and culture in young people’s lives we also want to engage teachers, schools, youth workers, parents, artists and art organisations through a strategic targeted approach.

Proposals need to include;
● An outline of how you will meet the objective and scope of work detailed above
● Your approach to how you would work with Oxygen to design and build the website
● Your understanding of Cultural Education Partnerships
● Samples of your previous website work
● A full timeline and budget breakdown for the work you are proposing

FEE/CONTRACT:
● We have a budget up to £8000
● Please outline in your proposal your timeline and budget.
● Work will be paid on an agreed schedule over the period of the contract.

Timeline:
Wednesday 6th December Application Deadline
Tuesday 12th December (AM) Interviews
Work to commence in January 2024
Work to be completed by March 2024
