The Artist
Artists are being sought who have a track record of producing robust, decorative artwork for outdoor settings (stone or other such durable material). The artist will be required to undertake a period of research and local engagement work and propose a design or design options for the site. The sum available for this commission is £24,000.

Budget
We estimate up to £3,000 for design development and community engagement work and the remaining £21,000 to cover commission costs: materials, fabrication, artists fees, transport, installation and maintenance.

Commissioner
The commission is being managed by Cherwell District Council who will be working closely with Bloor Homes, the property developer for this site .

Selection process
Expression of Interest should be submitted electronically for the attention of

• Examples of at least 4 previous projects you have work on
• An artistic statement in response to the brief and your interest in the project
• An indication of your ability to deliver this project within the indicated budget and timescale.
• The name and contact details of a previous commissioner should also be supplied.

Background information
This is a new housing development of 480 new homes developed by Bloor Homes.
The development is adjacent to the existing community on Bretch Hill with The Hill Community Centre, Sunshine Family Centre, William Morris Primary School and North Oxfordshire Academy. To comply with Cherwell District Council’s Supplementary Planning Guidelines the developer has contributed a sum of £24K towards public art for this development for the creation of unique and bespoke work of art to complement the new buildings on the rural fringe of Banbury. It is hoped that the edge of town location will be enhanced.

The main aim of the commission
• Create a unique and distinctive work
• Provide an enjoyable focal point for residents and visitors set on a designated area on the edge of the development and adjacent to a public footpath
• Create work of high quality which is durable and easy to maintain
• Strengthen the personality and identity of the development, in an innovative and engaging way

Location and scope for the work
The artworks will be located on the edges of the new development north of Withycombe Farm, Banbury, that bridges the existing urban neighbourhood with the rural location. The artists research should draw on local connections (see links):

The work should respond to a view point from the adjacent footpath which in winter allows views of the Drayton Arch.
